Get ready for e-Manifest

The new Electronic Manifest (e-Manifest) system is set to launch on June 30, 2018 and as a fellow manufacturer and user of the system, we want to share our knowledge with you so you can be prepared for the changes. The changes that go into effect on June 30, 2018, will mostly impact the receivers of hazardous waste, but there are a few things you may notice right away and steps you can take now to prepare for the complete implementation of the system.

Overview

If the e-Manifest system is something completely new to you, here is a brief description from the Environmental Protection Agency (EPA) website:

EPA is establishing a national system for tracking hazardous waste shipments electronically. This system, known as “e-Manifest,” will modernize the nation’s cradle-to-grave hazardous waste tracking process while saving valuable time, resources, and dollars for industry and states.

Changes

While the process of fully implementing the system will take some time, here are changes that may directly impact you on and after June 30, 2018, and steps that you can take to make the rollout process easier:

  1. Disposal costs may increase.
    Receivers need to upload documents to the e-Manifest system and the applicable fee for doing so is based on how they are submitted. The fees are:
    Mailed paper $20.00
    Image uploads $13.00
    Data file uploads $7.00
    Electronic $4.00

    These fees could be passed on to you, so check with your receiver to see how the documents will be submitted. Be aware that they may not yet be set up to send the documents electronically, so your fee may be higher in the short term, but should eventually drop, depending on your receiver’s transition timetable.

  2. Register for the e-Manifest test system.
    While generators don’t have to create manifest documents using the e-Manifest system yet, you can register for the test system now to make the transition easier when the system if fully implemented, or watch a demo of the e-manifest system.   3. Consider adding new technology to your system.
    The new system will allow you to fill out and sign documents electronically. In the near future, it may be beneficial to add mobile devices or tablets to your shipping and receiving processes.
